As a result, the water fill valve is turned on for a few seconds to refill the ice mold, and the cycle begins again. 

The ice maker will not manufacture ice if the water supply is obstructed, the solenoid fails, or the bail wire is raised. The ice maker is turned off when it is locked in a higher position. Make that the water supply pipe is in good working order.
